Board Acts on Endor Lapse and Hears of Belle Meade Resistance

The Monee Village Board took action during its September 10 meeting by approving a resolution drafted by Village Attorney Larry Gryczewski regarding an Endor Corporation letter of credit.

Endor, the developer of Sutton Place Townhomes has, despite communications from the village, failed to meet its obligations in terms of road completion in the subdivision.

Gryczewski informed the board the village has had "little luck in getting responses to its communications to Endor."

The action the board took Monday paves the way for the village to access the $115,000 security bond put up by Endor to have the road work completed.

Trustee Dan Tovo said the $115,000 should be close to enough to finance the project and asked whether there was a chance the process could move quickly enough to have the work completed before winter, because the residents had put up with the inadequate roadway for so long.

Gryczewski said the process typically takes too long for that hope to be realized.

Trustee Jim Huston asked how the funds could be deposited and held in account to ensure the money went for the specific designated purposes (it should cover both road and water aspects of the project).

He was assured it could be deposited under a separate line item that would make monitoring possible.

Village President Tim O'Donnell reported to the board that he had received communication from the Peotone School District regarding the proposed Belle Meade subdivision of approximately 400 homes in Green Garden.

The developers are looking into the possibility of having Monee annex the property.

Peotone School District is concerned about the impact such a large development will have on its schools.

O'Donnell said, "We don't know what it will be yet."

Nothing actionable has come before the board as yet, and no pre-annexation agreement has been developed; but he did say, "We will do what is good for Monee."

In response to a question about rumors the development is to contain low income housing, O'Donnell said, "If you consider $250,000 to $350,000 homes low income housing. That's my understanding of the plans. And the development is to contain some retail in the form of a strip mall."

Trustee David Stockton offered an update on the investigation of having a recycling program in the village.

He said he had talked with Homewood Disposal and the program could be run in the village at a cost of $36 per year per household. That would amount to $6 per billing cycle added to the current bill.

The board discussed the possibility of having the issue on the November ballot as a referendum.

Attorney Gryczewski said he thought it was too late to add items to the ballot but he would check.

O'Donnell said the board should decide the issue.

Trustee Diane Pieczynski asked that it be on the agenda for the next meeting.

The board did take action on an item not on the agenda. Stockton said he had submitted a request it be added to the agenda, but it had not been.

Monee softball and baseball had requested permission and funds to install dugouts at the softball field.

Stockton said for the dugouts to be completed in time for the season next spring, work would have to be done now.

The board approved up to $4,000 for the project with the understanding the item will be on the next agenda and the board will reaffirm its action.

In other business, the board approved a request from the Knights of Columbus St. Paul the Apostle Council #11232 to hold its annual Tootsie Roll Drive September 19 to 21 throughout the village.

Trustees also voted unanimously on a resolution proclaiming May 1, 2009, as Silver Star Banner Day in the village.

The request came from Silver Star Families of America with the purpose of honoring the wounded and ill service personnel of Monee.
