New Homes In Eagle Faire Estates To Get $12,000 Fee

Eagle Faire Estates needs $762,500 in road improvements, a bill that village officials do not want taxpayers to foot

Homebuyers looking to build in Eagle Faire Estates in Monee will have to pay a hefty $12,000 impact fee before any construction can begin.

All funds collected via the new impact fee have been "specifically allocated to road improvements."

The Monee Village Board assessed the impact fee during its February 8 meeting.

Officials said the new charge is needed to pay for necessary infrastructure improvements that were to have been completed by the original developer.

According to the ordinance approved by the board, the March 2004 annexation agreement called for the development of single family homes "with the developer being responsible for the complete installation of any and all necessary infrastructure improvements, including construction of streets, sewers, curbs and public sidewalks."

Since then, the developer reportedly has subdivided the real estate with the 53.5-acre annexation area and has sold vacant homesites to third parties.

The ordinance notes that "the developer agreed to complete said work in full compliance with the pertinent provisions of village code...and, despite requests to complete the necessary infrastructure improvements, the same has not been performed."

Village officials said the unfinished streets, sidewalks and sewers "create a public safety concern, which must be addressed."

Village officials also were in agreement that the cost of the infrastructure improvements "should not be borne by the Village of Monee and its taxpayers."

Officials estimated that the cost of the Eagle Faire improvements is $762,500.

The $12,000 impact fee is assessed "for any person constructing a single-residence family residence (sic) located in the Eagle Faire subdivision."

With the housing slump, vacant lots currently are available in the subdivision from $20,000 to $58,000.

Already-constructed five-bedroom homes also are available, starting at $199,000.

Original asking price for five-bedroom homes there were in the $359,000 price range.
