Three ordinances passed by Beecher Village Trustees

At their Monday night board meeting, Beecher Village Trustees approved three ordinances or amendments to ordinances.


Ordinance #1119 pertains to paying the prevailing wage for workers on village projects. It is required by State Law, and it puts the village in the position of supporting all wage agreements as agreed upon by the state.


The ordinance passed unanimously. Notification will be placed in the Beecher Herald.


There was consideration and much discussion pertaining to another ordinance relating to responsible bidding for contractors on village projects. Village Attorney Tim Kuiper talked about this issue. After a lengthy discussion, led by Trustee Brian Clearly, the proposed ordinance was tabled to another meeting. Trustee Cleary was not accommodating to the proposed elimination of the requirement for a bidder to participate in an apprenticeship program. (Paragraph ''e'')


The elimination of paragraph ''e'' requires ''qualification of a bidder by an architect, engineer, administrator, or combination thereof, with the qualification criteria being past training certificates, licenses, references from at least three prior customers, approved apprenticeship programs, etc.''

Ordinance #1120, which was passed unanimously, authorized the village to enter into a public water supply loan agreement with the Illinois Environmental Protection Agency.


The agreement states that the village is going to use current debt service charges to pay off the loan. If its application for the loan is approved, the village has the right to accept or reject the conditions of the loan.


The third ordinance, #1121, amends the current ordinance on refuse collection and prohibits residents from putting refuse containers on the curb or parkway before 5 p.m. on the day prior to collection. It also requires that empty containers be picked up within 24 hours after the collection.


There are penalties for violations of this ordinance. The Police Department has been authorized to issue tickets for violations. A fine of up to $100 will be given to each person for each violation.


In the event that the refuse truck does not pick up the garbage, the homeowner has the responsibility of contacting the village hall. The village hall will then contact the refuse company and the truck will be out the following day to pick up the garbage. Such contact will exonerate the homeowner from further penalties.


This ordinance was approved in a 5-1 vote.


A public works facility update was presented by Trustee Scott Wehling. According the Wehling, the project is on schedule. Some change orders have been approved. According to Trustee Clearly, ''I think this whole project is leaking like a sieve.'' Clearly is not happy with the way things are going. He questioned why the architects did not foresee some these changes and wondered why the village approved the plans. He was assured by Village President Paul Lohman and Village Administrator Bob Barber that changes will occur. Clearly did not seem appeased by their explanations.
