Village to Annex Pioneer Subdivision

The Frankfort Village Board last week approved the annexation of Pioneer subdivision and a private residence at Charrington drive and 92nd Avenue.
Pioneer subdivision lies between Charrington Estates and Bowen's Crossings and was proposed to be subdivided into six residential lots. Two single-family homes currently exist on the property and are to remain as part of the development.
The Pioneer subdivision annexation was discussed last summer at a meeting of the board's Land Use and Policy Committee, when it was the consensus of the committee to recommend village board approval of the rezoning of the property from Estate Residential to R-2, Single Family, upon annexation. The Plan Commission also had previously recommended, in September 2007, village board approval of the rezoning. In addition, the commissioners have unanimously approved preliminary and final plats for the subdivision.
Also at the November 17 meeting, the board of trustees accepted the Land Use and Policy Committee recommendation for an ordinance authorizing the annexation agreement between the village and GNC Properties, Unit VII, LLCI Garry Cooper and Nancy Cooper, for the Cooper Estates property at Charrington Drive and 92nd Avenue.

The Land Use and Policy Committee reviewed the annexation agreement at its August 13, meeting. Four properties are proposed for annexation there, once Will County issues an occupancy permit for the principal residence nearing completion.
A recapture is part of the agreement for utilities extended along 93rd avenue. Horses also will be allowed under the agreement.
The Land Use and Policy Committee recommended village board authorization to execute the Cooper Annexation Agreement, "contingent on the resolution of a few issues involving indemnification and attorney fees."
Execution of the ordinance is expected at a later date, after issuance of the Will County occupancy permit, village officials said. In other matters last week, the village board also:
-Accepted the Plan Commission recommendation for an ordinance granting multiple variances for the property at 22771 Citation Drive, for an I-1 zoned industrial building in the Fey/Graefen Industrial Park. The variances include two points of access for a lot less than 200 feet in width; a rear yard setback from 30 to 28 feet; and a side yard setback from 20 to 7 feet for a loading dock.
-Accepted the Plan Commission recommendation for an ordinance granting two variances to property located at 22550 Nature Creek Circle. Village officials approved the variances that will allow a side yard setback along the northern property line (from 10 feet to 9.75 feet) and "impervious lot coverage" from 40 percent to 44.5 percent, to bring recent property improvements into legal conformance with village code.
-Heard Mayor Jim Holland report that U.S. Route 45 sidewalk and landscaping projects are complete. A new guardrail at the Hickory Creek bridge is the last remaining item to finish those projects, he said. People already have begun using the sidewalk to access businesses and school, he added.
-Heard a report that village Public Works crews have noted "extremely heavy volumes" in the leaf collection program this fall.
-Heard Holland note that the village's annual Tree Lighting Ceremony is scheduled for Thursday, December 4, at Breidert Green, Kansas and White Streets in the Downtown Historic Business District. The ceremony includes holiday music, hot chocolate, a bonfire, a visit from Santa and the official start of the holiday season. The program is free and open to the public and begins at 7 p.m.
