Proposed Property Tax Levy Approved for Beecher

Beecher Village Trustees unanimously approved Ordinance 1107 approving a proposed tax levy in the amount of $674,244 for the village for the fiscal year, commencing May 1, 2008 to April 30, 2009, at their regular meeting Monday.

Lest village residents think this tax increase will be shown on their tax bills, the village is asking for a 19.99% increase. In all probability, this amount will not be levied, due to constraints of law.

The actual increase in the levy will be 5% or the rate of inflation. According to Village Administrator Bob Barber, most of the new increase will come from new construction. The taxes on new construction usually lag approximately a year to a year and a half behind actual billing.

As a point of comparison, Barber said: "11% of the taxes go to the road and bridge fund as go to the village."

In a comparison chart, Barber presented the following figures. In 1994, the tax for a $235,000 home was $582.25. In 2007, the tax on the same $235,000 home was $403.42.

According to Barber, as more homes are built, the amount of taxes will fall. The burden will be on the new homeowners.

Since 1994, the tax rate has fallen from 0.7508 to a tax rate in 2007 of 0.5202. The estimated tax rate for 2009 will be 0.5092.

In 2002, the Estimated Assessed Valuation (EAV) in Beecher was $46,974,305. In 2007, the EAV in Beecher was $110,362,636.

According to the report, the Corporate and Special Purpose Property Taxes extended or abated for 2007, were $509,213.17.

The proposed Corporate and Special Purpose Property Taxes to be levied to 2008 are $611,004. This represents a 19.99% increase over the previous year. The village must ask for the maximum rate, even though it will not receive it.

The property taxes extended for debt service and public building commission leases for 2007 were $64,839.22.

The property taxes extended for debt service and public building commission leases for 2008 are $63,240. This represents a 2.60% decrease from the previous year.

The total property taxes extended or abated for 2007 were $574,106.39.

The estimated total property taxes to be levied for 2008 are $674,244. This represents a 17.45% increase over the previous year.

These figures were submitted by Village Clerk Janett Conner and were published in the Beecher Herald.

In the ordinance, the following figures were levied for: Total Department of Administration: $53,700; Department of Police: $180,354; Department of Streets and Alleys: $92,000; and Department of Public Buildings and Property: $6,000.

The following are required by Illinois Revised Statutes: Municipal Auditing Tax: $7,681; Illinois Municipal Retirement Fund and Social Security: $128,971; Liability, Property Damage, Workmen's Compensation and Unemployment Insurance: $36,589; Police Protection Tax: $79,479; Emergency Service and Disaster: $927; Local Improvements for Public Benefit: $25,293; and Bond and Interest Fund: $63,240.

The next Village Board meeting will be on December 8, at 7 p.m., in the Washington Township Center.
